Motivation

The project OWF Studies – Technical studies for offshore energy potential aims to support Offshore Wind Farm (OWF) developers on the definition of engineering and financial strategies.

The Offshore Renewable Energy Allocation Plan (PAER) was approved by the Resolution of the Council of Ministers nº 19/2025, 7 February.

Portugal must enhance its ocean areas for the production of renewable energy, including from a perspective of industrial development and attracting investment, so it is important to create scale, synergies and predictability in the medium term.

Four areas and respective energy capacities were defined within Portugal’s national maritime space for the commercial development of offshore renewable energy (total area of 2712 km2):

OWF Studies will provide detailed results on the geological and geotechnical conditions of development areas, increasing predictability and contributing for a more informed decision of the promoters.
