Terms of reference for geophysical, geotechnical and environmental characterization of OWF areas
The Terms of Reference define the essential requirements for the geophysical, geotechnical and environmental studies necessary to characterize the areas proposed for the offshore installation of wind energy generation infrastructures (OWF areas).
The document was prepared by IPMA and validated by the governmental institutions with responsibilities in the area: APA, ICNF, LNEG, DGPC.

The technical studies to be carried out should:
>> Produce relevant information for the development of the wind farm project and for the characterization of the baseline situation in future environmental impact studies;
>> Meet or exceed the minimum requirements of the Terms of Reference, to ensure the continuation of the licensing process.

The Terms of Reference were presented to the registered promoters* on a public dialogue session organized by the Secretary of State of Energy, on 15 January 2024 .
*Registered promoters: entities that declared their interest to participate in the procedure for the development of power generation centres based on renewable energy sources of ocean origin or location, following the announcement published in the “Diário da República” (Official Portuguese Government Journal) in 30 October of 2023.
